You can do this and that. Water must be poured up to the shoulders. You can skip pouring, put a paper towel or a regular one on the bottom. When I do it in a multicooker, I put the bottom steamer from the multi on the bottom (I have two of them in the multicooker - the same as in everyone else, the top one, and on small rubberized legs, which is placed on the bottom). So, I put the jars on this steamer, and pour some water in the cartoon beforehand (but so that it does not touch the jars, as if it were under them, evenly warming up, gives off heat to the internal volume of the multicooker. I liked it so much.
And once I did it in half-liter cans, exactly 3 of them fit into my cartoon. She also put on a towel on the bottom of the multicooker (with a steamer the lid would not close), poured warm water over the shoulders of the jars, closed the jars with lids so that excess condensate would not drip into the jars from above.
But in general, in the cartoon I rarely do it, it is more convenient and reliable for me in a yogurt maker with a thermostat. Well, the yoghurt maker uses a lot less electricity, which is also a plus.
